Moving the HR-EDU SIG to Kantara Message-ID: Dear all, This group has been quite unactive apparently under the last months, may I explain here my own position as the 'informal' chair of it, for those how haven't been able to participate to the launch meeting last October in Maatsricht: During the launch meeting several members of this group (aka iProfile.org, Stepstone, Symlabs and EIfEL) have expressed their interest to move to implementation of the HR ID-SIS draft specs already build by Sampo (a profile of Europass CV using HR-XML schemas on top of Liberty Alliance Web Service Framework). Anyway on the same date : - the Cedefop has launched a new released of the Europass CV schemas (v2.0) - the HR-XML was in process of a big review of their own schemas (v3) that will break backward compatibility. - Liberty Alliance was in process to launch a new organisation to replace Liberty and extend its scope to other interested communities. - CEN/ISSS WS LT has launch an expert group to work on Europass Diploma Supplement interoperability SO it has appear that it sounds better to wait until the official launch of this new organisation (Kantara Inititative) and the official public release of the new HR-XML schemas to review the HR ID-SIS and starts early implementation and interoperability test. As the Kantara Initiative is now officialy launch (see below some of the links) and that the HR-XML v3 specs will enter in the internal review and vote to be officialy public (as we expect) next August, then it sounds appropriate to move our SIG under this new umbrella and start more concrete work in September. You will find attach a draft charter (again ;-)) as proposed by Joni (and several comments in the mail below). Please note that we have at least to do a choice regarding the IPR : - stay with IPR we have used to launch this SIG under Liberty Alliance umbrella - move to Apache2 - move to Creative Common (Joni could you confirm that we could eventually use CC IPR ??) We need also to reflect on what output we would like to publish, on my behalf this should be: First : an HR ID-SIS (or other name) to allow privacy sharing of R?sum? data supporting at least the Europass CV profile using HR-XML shemas Second : a white paper (or other guideline document) on how to use this with state of art trusting architectures such as the one studied in the EU project TAS3. Third : work on a document (don't know yet the format) that should take into account proposition done by CEN/ISSS WS/LT on Diploma Supplement to extend the privacy sharing to personal data related to diploma and other certificates. Once we have moved to Kantara may I suggest that we look to organise a meeting in 2009 (we are planning to organise a conference in London next November that maybe able to host such meeting) to : - vote on a formal chair for this group - discuss working group follow up (like discuss the new HR-XML CV profile, last architecture proposals from the TAS3 project...) I fully support and encourage the idea of moving the HR EDU group over to the Kantara Initiative. The steps to take are quite simple. First I want to tell you one piece of important information - any company or person that paid Liberty membership dues for 2009 will have that payment honored in the Kantara Initiative. This means that no member who paid for Liberty in 2009 will have to pay (again) to be a member of Kantara Initiative. (So this is one bit of good news). At the link below you can find all of the Kantara formation and operating documents. You should have a look at the bylaws and operating procedures if you have a chance. I am happy to have another discussion too, to explain all of the details about Members vs Participants and what benefits there are for each type of user. I am attaching the charter template for Kantara. I have copied most of the HR-EDU SIG charter over to the template so you can get started easily. For the IPR section there are a couple of options. One option is to use the 'Liberty modeled' option. This option looks very much like current Liberty Member IPR. Another option is to choose Apache 2.0 model. I believe that after the trustee's meet on May 21st we will also be able to offer a Creative Commons modeled option. If you'd like that it's ok to indicate it in the draft charter (it should be added to our policy docs after May 21). Please take care to think about what the group would produce under specifications and recommendations. The EXCITING part is that, as a Kantara WG, the group will be able to publish. This was not possible in the Liberty SIG scheme so it's a big advantage. Please review the charter I've attached, make edits as you see appropriate and share with your stakeholders to incorporate any feedback. Working toward the move to Kantara Initiative (KI) now will provide this group with a great opportunity to re-engage work, publish drafts and generate more news and buzz for the group to attract more participants to your efforts. I'm very happy to help answer any questions they may have about KI via email or via a scheduled conference call. Let me point out one major difference now - under the Liberty Alliance SIG rules this group is not able to publish drafts. Rather the SIG has to submit the work to a Liberty Expert Group for ultimate publication. Under the new KI HR-EDU will have the power to publish your own drafts and also to put a representative on the KI Leadership Council to take an active role in the KI governance. To put it plainly - the HR-EDU Work Group in KI will have much greater powers and opportunities than what exist in the LA SIG model. So making this move is a great opportunity for the group to take advantage of =). Regarding the IPR options. Since Marc and I last spoke in April I can confirm that we have added a Creative Commons Share Alike Attribution option to the IPR choices.
